freedom of the media in particular, it allows in the economic and political
theory bywhich democratic societies try to determine the appropriate degree
of regulation and public provision of themedia. This perspective also shows
that the liberalisation of China’s audiovisual sector (which will follow from
entry toWTO) will benefit China and its trade partners, but the amount and
pace of the opening-up process much depend on and much vary with the
costs and benefits associated with it. As these are qualified and quantified
in may different ways, also the opinions about the “optimal” degree and
pace of the transformation process vary considerably – certainly between
China and the WTO but eventually also between the Chinese people and
the Chinese Government. Public discourse on these issues has not even
started in China, but is inevitable. It is the aim of our research project to
provide a structural framework for this public discourse.
