Last autumn DW Akademie, Germany’s
leading organisation for international
media development, released a study
called
In The Service Of The Public
. The
report examined factors affecting the
transformation of state broadcasters into
independent media in various developing
countries. The study found that the
metamorphosis of state-controlled
mouthpieces to channels dedicated to
the public interest is rarely a linear
progression. Professor Jan Lublinksi,
co-editor of the study and the head of DW
Akademie’s Research and Evaluation
team, shares what he has learned about
